| 摘 要： | 小型渔业船舶生产安全是一个综合性社会问题,需要整个社会形成"船东负责、社会监督、行业主管、政府统抓"的齐抓共管的局面。作为生产活动的可控因素是生产者和生产工具,这是以人的意志为转移,是可以通过各种有效的控制手段进行约束的。在渔业生产活动中,只要具备合格的生产者和安全的生产工具,依法安全生产,达到渔业经济、社会效益双赢的目标是完全可以实现的。
