| 摘 要： | 中国已进入劳动力市场发展新阶段，一方面，“民工荒”在沿海出现并蔓延到中部甚至农村、农业，要求建立新型、和谐的劳动关系；另一方面，民工数量超过了传统上由城镇居民构成的产业工人的数量，占企业员工总数的60％，使民丁和谐劳动关系的建立成为当前和谐劳动关系建设中最重要最紧迫的问题。在产业结构调整的今天，落后地区应从建设和谐劳动关系入手，增强本区域竞争力。

| Abstract: | China＇s current labor market has entered a new stage of development. On the one hand, the ＂shortage of migrant workers＂ appears along the coast and is spreading to central and even rural areas. Such institutions call for the establishment of harmonious labor relations. On the other hand, the number of migrant workers outnumber the workers from towns, accounting for 60 percent of the total employees so that the establishment of a harmonious labor relations of migrant workers at present is the most important and urgent issue in the building of a harmonious labor relations. Facing the industrial restructuring today, the backward areas should build harmonious labor relations and enhance their region＇s competitiveness by this way. |
