| 摘 要： | 国家实施“对森工林区老工业基地调整改造”的决策。为解决森工林区经济危困提供了千载难逢的历史性机遇和发展契机。本文着重论述了黑龙江省森工林区老工业基地调整改造的基本思路——针对森工林区的性质和特点、搞好调研、编制调整改造实施方案及各龙头企业可行性研究报告、体制改革、机制创新。最终实现“森工林区可持续发展”的目的。

| Abstract: | The decision of adjusting and rebuilding the old industry base in forest region of forest industry provides important history opportunity and development chance for solving the economic problems of forest region of forestry industry. This paper states base thought of adjusting and rebuilding the old industry base in forest region of heilongjiang province forestry industry according to the characteristic of forest region. The contents are as follows: weaving and adjusting performing scheme and feasibility report of every leading corporation, rebuilding system, innovating mechanism, reaching the purpose of forest region sustainable development. |
