| 摘 要： | 建设“两型社会”目的在于贯彻落实科学发展观，不断探索经济社会发展。农业综合开发是农业和农村经济工作的重要组成部分，必需自觉服从和服务于“两型社会”建设的总体要求。以科学发展观为指导，以改造中低产田为重点，大力发展循环农业、绿色农业、生态休闲农业、设施农业，推进农业农村节能减排，强化农村生态环境建设，促进社会实现可持续发展。

| Abstract: | The “two-based society” construction aims at imple-menting the scientific concept of development, continuing to explore the economic and social development. Comprehensive agri- cultural development is an important part of country economic. With the scientific concept of development as a guide and the transformation of low-yielding fields as the important point, we will vigorously develop the green agriculture, ecological leisure agriculture, agricultural facilities, promote agricultural and rural energy-saving emission reduction, strengthen the rural ecological environment and promote community to achieve sustainable development. |
