| 摘 要： | 农业综合开发作为政府支持农业、农村发展的重要政策措施，具有很强的基础性、公益性、示范性和带动性作用。科学发展观为农业综合开发指明了新方向，和谐社会建设为农业综合开发搭建了新平台，改革开放为农业综合开发增添了新动力。在新的历史发展阶段，农业综合开发要在扶持主导产业、特色产业基地建设，推进产业化经营，推进科技进步，着力机制创新等方面有新的作为，实现又好又快发展。

| Abstract: | As an important policy that the government supports the agriculture and rural development, the comprehensive agriculture development has very strong function of basic, public welfare, representative and driving. The scientific development view points out its new direction, the harmonious society and moral construction built new platform for it, and reform and opening injects great powering into it. To realize the good and quick development, in new developmental period, the comprehensive agriculture development will have new achievements in supporting the construct base of the leading industry and local industry, promoting industrialization operation, studying mechanism innovation, and so on. |
