| 摘 要： | 连云港市紧紧抓住国家不断加大扶持农业和农村经济发展的机遇，把农业综合开发各类项目作为建设平台．全力整合各类支农资金，有力地推动了农业综合开发工作．取得了一定的成效。农业综合开发项目区农业生产条件得到改善，全市农业和农村经济持续、快速发展，为全面建设小康社会奠定了坚实基础。针对在整合农发资金过程中存在的各类项目衔接不够、扶持力度不大、效益不明显等问题．提出具体建议。
