| 摘 要： | 文章阐述了林业研究计划的重要意义，介绍了３种研究计划形式；战略计划，项目计划和年度计划，以及高效林业研究计划的特点和目标管理方法。借鉴国外先进的林业科研计划与管理的经验和方法，讨论了我国林业科研计划与管理中存在的问题，并提出了加强林业科研计划与初步建议。

| Abstract: | Plann ing is the foundation and core of modern forestry research management. The forestry research planning and management are conceived as an important instrument of improving effeotiveness and effioienoy of limited resource s of funds manpower and materials,in particular,in developing countries with im perfect research management system and inadequate management experiences,by which appropriate goals,mission and development objectives of forestry research organizations can be clearly defined. The role and importance of forestry research planning,types of research planning in terms of strategic planning,program planning and annual operation planning are elaborated in the paper.The characteristics of effective forestry planning are described,and the approach of management by objectives is strongly signified and encouraged to apply in the management practice of forestry research.China revealed and discussed,and furthermore the tentative suggestions and recomm endations to streng then the planning and management of forestry research organizations at all levels are concisely made. |
