| 摘 要： | 2003—2007年国家水土保持重点建设工程实现了项目区基本农田、粮食产量和群众收入"三增加",农业生产条件、群众生活水平、生态环境"三改善",水土流失量、坡耕地、贫困人口"三减少"。其主要经验是:坚持综合治理,注重治理理念和模式创新;坚持"八片"精神,注重治理机制创新;坚持政府领导,注重创新部门协作机制;坚持治理与开发相结合,注重有效促进农民增收;坚持示范带动,注重突出规模效益;坚持制度建设,注重规范工程建设管理。在新一期(2008—2012年)国家水土保持重点工程建设中,要进一步加强领导,强化政府行为,精心组织实施;进一步创新治理思路和模式,做好工程建设"五结合";多方筹措资金,进一步加大投入力度;根据水土保持工程的特点和优势,把依靠政府行政推动与市场机制有机地结合起来,进一步探索群众参与机制;高度重视资金管理工作,进一步加强资金监管;把宣传工作作为发挥工程建设示范作用的基础性工作抓紧抓好,营造良好的水土保持氛围,加大工程示范带动作用。

| Abstract: | During the period of 2003-2007,the project areas of State key project of soil and water conservation have achieved "three increases" of farmland with high productivity,grain yield and farmer incomes,"three improvements" of agricultural production condition,farmers' living standard and ecological environment and "three reductions" of the amount of soil and water loss,sloped land and population of the poor people.The main experience is to persist in comprehensive treatment and lay stress on the treatment idea and mode innovation;persist in the spirit of "eight areas" and lay stress on the innovation of management mechanism;persist in the leadership of government and lay stress on the collaborative mechanism of departments of innovation;persist in the combination of treatment and development and lay stress on effective income increase of farmers;persist in implementation through demonstration and lay stress on large-scale benefits and;persist in system building and lay stress on standardizing project management.In the new phase(2008-2012) of State key project of soil and water conservation,it should further strengthen leadership and government actions and be meticulous in implementation;further innovate the ideas and mode of treatment and well carry out the "five combinations" of projects;explore boldly,raise money from multi-channels and further increase the momentum of input;organically integrate government administration and market mechanism and further explore the participatory mechanism of local people according to the characteristics and advantages of soil and water conservation works;pay high attention to funds management,further strengthen the monitoring and supervision of funds and ensure the security of funds and;take publicity work as the basic work of elaborating the pilot function of projects,build a better atmosphere of soil and water conservation and increase the driven functions of pilot works. |
