| 摘 要： | 近年来,"三农"问题已成为我国社会经济发展中日益突出的问题,增加农村公共产品的供给则是解决"三农"问题的有效手段,然而,长期以来我国单一主体的农村公共产品供给模式,已成为农村经济社会稳定发展的制约因素。本文从理论研究和社会实践证明:在农村公共产品的供给中,可以依据公共产品的层次和特性,构建政府、农村社区、私人部门、非营利性组织多元化的农村公共产品的供给主体结构。与此同时,要营造一种有益于实现农村公共产品供给主体多元化制度安排的良好的政策与制度环境。

| Abstract: | The three dimensional rural issues have become the outstanding problem in our economic society. Rural public goods supply regime is the key in solving the problems in rural district of China. The single subject model of rural public goods supply has become the factor that restricts sustainable socio-economic development. It is proved by practice and theory that we should construct pluralistic subjects of public goods supply according to levels and characteristic,and we should construct good environment and policies. |
