| 摘 要： | 南方集体林区林权制度改革是一件集自然、社会和经济发展为一体的系统工程。文章总结了我国历次集体林权制度改革的经验教训，指出了本次集体林区林权制度改革的重点与技术路线，并提出了检验集体林权制度改革的成败标准。

| Abstract: | The forestry property right system reform in southern collective forest regions is a system engineering,which integrates the natural,social and economical development into a whole.This article summarizes the experiences and lessons drawn from the reforms of the collective forestry property right system in all previous occasions in our country,indicates the key points and the technological lines of forestry property right system reform in this time in the collective forest regions,and suggests the criteria of checking the positive or negative results of collective forestry property right system reforms. |
