| 摘 要： | 文章阐述了现代科学研究的特点,分析了当前科技管理工作中普遍存在的问题,并针对问题提出了加强科研规范化管理的建议,如精心策划与构建各级各类科研项目库、组织与动员各级各类科研项目的申报、跟踪与督导各级各类科研项目的过程管理等,以期为加强科研规范化管理,强化创新意识,提高科研管理水平,推动科学技术的发展提供参考。

| Abstract: | The characteristics of modern scientific research and common problems of current scientific management were discussed in this paper. Advices on the standardized scientific management were put forward, such as carefully plan and construct library of scientific research programs at different kinds and different level, organize and mobilize application of these programs, trace and monitor the carrying out of these programs, etc. This will be useful to strengthen the standardized scientific management and innovation consciousness, enhance scientific management level, and promote the development of science and technology. |
