| 摘 要： | 高素质农民在实施乡村振兴战略的新时期下发挥了至关重要的作用,为巩固拓展脱贫成果、加快农业农村现代化发展提供有力人才支撑,在乡村振兴视域下,本研究全面梳理解读高素质农民培育政策并分析了山东省潍坊市培育现状。结果表明,在当前的实践中,高素质农民培育存在政策制度不完善、农民个体差异大、学工矛盾影响培训系统性、培训内容与需求脱节等问题。针对目前的问题,最后从加快城乡二元结构体制改革,精准实施高素质农民培育,完善培训机制,打造本土培训课程体系4个方面提出实施的对策。

| Abstract: | High-quality farmers have played a vital role in implementing the Rural Revitalization Strategy in the new era, and can provide strong talent support for consolidating and expanding the achievements of poverty alleviation and accelerating the development of agricultural and rural modernization. From the perspective of rural revitalization, this study comprehensively sorts out and interprets the cultivation policy of high-quality farmers, and analyzes the cultivation status of Weifang City in Shandong Province. The results show that in the current practice, there are some problems in the cultivation of high-quality farmers, such as imperfect policies and systems, large individual differences among farmers, contradictions between training and working affecting the systematization of training, and the disconnection between training content and demand. Finally, in view of the current problems, countermeasures are put forward from four aspects: accelerating the reform of urban-rural dual structure system, accurately implementing the cultivation of high-quality farmers, improving the training mechanism and building a local training curriculum system. |
