| 摘 要： | 根据对甘肃省情的研究,认为甘肃农业结构与资源分布不协调,种植业所占比重过高,忽视草食畜牧业可能是主要症结之一.从实施草地农业两个典型案例分析可见,要跳出既有圈子,创新粮食安全思路,须通过发展草地农业,实现从粮食经济到草业经济的转型.建议设立3个生产基地:1)黄土高原巨型畜牧业基地;2)以张掖为中心的山地-绿洲-荒漠耦合系统群基地;3)甘南-临夏农牧区耦合草地畜牧业基地.
