| 摘 要： | 按照《国务院关于实行最严格水资源管理制度的意见》,自治区人民政府下发了《关于实行最严格水资源管理制度落实"三条红线"控制指标的通知》,要求各地州做好指标分解及实施工作.此外,落实最严格水资源管理制度对流域管理机构强化流域综合管理提出了更高要求.本文以新疆水电项目水资源论证工作为切入点,结合工程实践,探讨上述新形势下水资源论证工作中出现的一些新问题,并提出了相应的建议.

Problems of water resources argumentation in hydropower construction project under new situation and discussion |

| Abstract: | People's government of autonomous region issued "Notice About Implementing the Strictest Water Resources Management System and Implementing 'Three-Red-Line' Control Indexes" in accordance with the 'Opinions of the State Council on Implementing the Strictest Water Resources Management System'.It is required that all states should decompose and implement indexes.In addition, implementation of the strictest water resources management system proposes higher requirements on strengthening river basin comprehensive management by river basin administrative agencies.In the paper, water resources demonstration work of hydropower projects in Xinjiang is adopted as starting point, engineering practice is combined for discussing some new problems in water resource demonstration work under the above new situations.Corresponding suggestions are proposed. |
