| 摘 要： | 新疆奎屯河灌区是全国主要大型灌区之一，是灌区管理改革试点地区之一，对该灌区实行的政府计划和市场结合配置水资源的管理模式进行了有意义的实证研究，认为在这种形式下的水资源管理必须制定相应合理的水价体系,才能确保农户积极的节约用水,起到与建立水市场同样合理使用水资源的作用,同时建立水资源的合理核算机制也有利于缓解管理者与农户之间的矛盾.得到的分析结果对今后灌区的管理具有良好的参考价值.

| Abstract: | The Kuitun River irrigation district of Xinjiang is one of the large scaled irrigation districts in China,and is one of the experimental pilots of irrigation district management innovation.A case study of the water resources management mode combining government planning and market regulation is conducted in the irrigation district.It is proved that water resources management of this mode should constitute rational water pricing system in order to ensure that the farmers save water with the same effect of water market;establishment of rational water resources accounting system is propitious to ease the conflicts between water managers and the farmers.The analysis results have reference effect for the irrigation district management in the future. |
