| 摘 要： | 有效监管农村合作金融要求建立央地协同监管的相关机制。有效监管包括效率监管和监管目标实现两个方面。从效率监管角度来看,应当建立央地监管机构间的分工机制和合作制衡机制。从监管目标实现角度来看,应当建立央地监管机构和人员的能力保障机制以及央地机构间的责任分担机制。当前,我国的农村合作金融监管中存在央地分工不合理、合作与制衡机制缺失、监管专业化能力不足、责任分担机制缺失等问题。健全央地监管的分工机制、建立央地监管的合作制衡机制、完善央地机构专业化监管能力保障机制和构建央地监管机构责任分担机制是实现有效监管农村合作金融的主要路径。

| Abstract: | Effective regulation of rural cooperative finance requires establishing relevant mechanisms of central-local regulation, and the regulation involves two aspects, regulation of efficiency and realization of regulation objective. For the first aspect, it is necessary to establish the mechanisms of work division, cooperation and balance between central and local regulatory bodies, and for the second aspect, a guarantee mechanism for both of the regulatory bodies and regulators as well as a responsibility sharing mechanism between them. In current central-local regulation of rural cooperative finance over the country some problems need to be solved, such as unreasonable work division, insufficient cooperation and balance, inadequate specialization and unclarified responsibility sharing. The principle path to realizing the effective regulation is to perfect the work division mechanism, establish the cooperation and balance mechanism, improve the guarantee mechanism of specialized regulation capacity, and build the responsibility sharing mechanism. |
