| 摘 要： | 美国是世界上转基因生物技术和商业化最为成熟的国家,其代表的以产品为导向的监管政策在全球独树一帜.美国坚持“实质等同性”和“个案分析”作为转基因生物的监管原则,以《生物技术的监管协调框架》为基本纲领,建立了以农业部、食品与药品管理局、环保局三大管理机构为中心的转基因生物监管体系,并制定了一系列相关法律和监管流程.介绍了美国转基因生物监管的基本理念和原则,综述了转基因生物监管机构及其职责,在此基因上总结了转基因生物监管的特点.

| Abstract: | The United States is the most advanced country in biotechnology and the largest grower of commercial genetically modified crops,on behalf of a product-orlented regulatory policy is very unique in the world. The US government supports the ＂substantial equivalence＂ and ＂case by case＂ as the principles of regulation of GMOs. Based on the Coordinated Framework for the Regulation of Bioteehnology, the US estab-lished the transgenic biological regulatory system with U.S. Department of Agriculture, Food and Drug Administration and Environmental Pro-tection Agency, and formulated a series of the relevant legal and regulatory process. The basic ideas and principles of American regulatorymechanism for GMOs were introduced, regulators and responsibilities were reviewed, on the basis of this, characteristics of GMOs regulatorywere put forward. |
