| 摘 要： | 通过参加辽宁省2002年度退耕还林工程省级复查,认为退耕还林是推进全省工程造林的一次革命,使全省的造林质量、管理质量和规划设计质量均跨上一个新的台阶,使林业生态工程建设步入一个新的阶段。各级退耕还林规划和计划是工程建设的指导性文件,也是工程建设的重要组成部分,其中乡镇作业设计对于工程施工的直接指导作用尤为明显。由于2002年是工程启动年,工程进展还不平衡,在部分乡镇作业设计方面还存在设计滞后于施工、生态优先原则不突出等问题。本文针对上述问题提出相应的对策,以利于今后工程建设的顺利实施。

Problems and Countermeasures of Operational Design in the Project of Returning Farmland to Forestland |

| Abstract: | The authors of this paper, after participating in the recheck of the `Returning farmland to forestland' project activities carried out in the year of 2002, think that the project is a revolution in promoting afforestation in the province as a whole and has pushed the quality of afforestation, management, planning and design to a new stage. Since the project just started in 2002, the progress of the project varies in different areas. Some townships have problems with their operational designs, which lag behind project activities. There also exist some problems with ecological priorities in some places. This paper focuses on those problems and puts forward the counter measures so that the project can progress smoothly. |
