| 摘 要： | 从分析中国水资源面临的严峻形势入手,指出造成现有水资源危机的自然、人为原因,进而运用经济学外部性和“共有资源”理论对危机产生的成因进行了详细论述,并最终提出解决中国水资源危机的根本之道在于建立水权和水市场,实现水资源的优化配置。

| Abstract: | The text begins with the analysis of the serious situation about Water resource in our country, and point out the natural and manmade reasons, which result in the crisis of Water resource. And then the author makes a thorough discuss about the crisis using the economic theory of outside and public resource. At last, the author thinks that the fundamental solution lies in the foundation of water rights and water market in order to dispose the Water resource properly. |
