| 摘 要： | 大力发展农村加工服务业在促进农村各产业的发展，有效增加农民收入，创建乡风文明，改善村容，促进农村地区民主管理等方面对于我国新农村建设具有现实而长远意义。为此，应增加对农村的财政支出，加大金融支农力度，转变地方政府职能，出台农村科研推广资助政策，合理布局农村小城镇，大力推进农村职业教育，建立新型农村合作组织，促进我国农村加工服务业的大力发展。

| Abstract: | Extensive development of rural manufacturing and services has a realistic and long-term significance for new rural reconstruction in enhancing the various rural industries,increasing the farmers' income, creating the civilized rural atmosphere, improving the outlook of villages and the democratic management of the rural area. Therefore, it is suggested that the rural financial expenditure and support for farmers should be increased, the function of the local government should be changed, the policy of scientific support for rural area should be issued, the structure of the small towns in the countryside should be rationalized, the rural professional education should be enhanced and the new type of rural cooperation organization should be set up so as to promote the extensive development of rural manufacturing and services in our country. |
