| 摘 要： | 基本科研业务费是优化中央财政科技投入结构的五类投入之一,为中央级公益性科研院所提供了自主管理的财政稳定支持经费。该文回顾了"十一五"期间中国农业科学院本级基本科研业务费组织管理实践情况以及取得重要成效,探讨了进一步改进专项管理充分发挥专项效益的路径并提出几点建议。

| Abstract: | Fundamental Research Funds is one of the five investments for optimizing the structure of central financial investment in Science and technology, and provided stable self-managed financial funds for central public research institutes. The paper reviewed the effect and management of Fundamental Research Funds of the Chinese Academy of Agriculture Science over the eleventh five-year plan, and then put forward some suggestions to improve the management and effect. |
