| 摘 要： | 中央级公益性科研院所基本科研业务费成立5年来,对公益性科研院所在学科建设、人才培养、项目储备等方面发挥了重要的作用。文章以农业环境与可持续发展研究所为例从制度建设、申报方式、评审办法、绩效考评等几方面对专项资金的日常管理进行了总结分析,阐明了该专项在科研工作中发挥的重要作用,揭示了专项资金执行过程中存在的问题并做出了深入的思考与建议。

| Abstract: | Since the establishment of the fundamental research funds for national public welfare institutes for 5 years, it played important roles in discipline building, intelligence capacity cultivation, and research proposals reserve. The paper summarized the achievements and pointed out the problems in implementing the funds.From the aspects of regulation building, proposal submitting, proposal evaluation, achievements assessment, etc. Finally, some countermeasures were put forward. |
