| 摘 要： | 当前我国流域生态环境的恶化已经严重影响国民经济的发展,其主要原因是在流域环境的管理和保护中忽视了流域环境权利群共同作用时的体系效应与生态整体性相联系。因此,需要构建以环境权理论、系统论、外部不经济性为理论基础的流域环境权,把流域环境各种资源权利作为一个权利群进行研究,从而为我国环境权理论的发展和完善、流域管理机构的改革以及流域环境立法和流域环境管理实践提供一个全新的视角和思路。
