| 摘 要： | 山西是一个人均耕地资源不足、耕地质量较差、后备资源缺少的省份。改革开放以来,耕地被各类建设用地大量占用,数量持续减少。"十二五"时期是山西省全面建设小康社会、实现转型跨越发展的重要时期,经济建设用地需求必将旺盛,耕地资源保护将面临更大的压力和挑战。因此,必须采取法律、行政、经济、技术等方面的综合措施,保持耕地总量相对稳定,耕地质量和生态环境日益改善,耕地综合素质和抗灾能力大力提高,实现耕地资源可持续利用。
