| 摘 要： | 阐述了咸阳市秦都区经济发展状况及土地征用补偿现状,从政府行为和土地制度两方面分析了秦都区失地农民利益受损的因素,提出政府应在加大财政投入的同时,完善土地征用制度,保障失地农民合法权益。

| Abstract: | Economic development condition,land expropriation and compensation conditions of Qindu District in Xianyang City were expounded,then from the aspects of act of government and land system,factors of damaged rights and interests of land-lost farmers were analyzed,it put forward that government should increase its financial input,and perfect land expropriation system,guarantee legitimate rights of land-lost farmers. |
