| 摘 要： | 分析了天津市科技特派员制度实施的现状及存在的问题,并针对存在的问题提出健全科技特派员政策体系和管理机制、加大技术资金支持力度、构建推行科技特派员制度的高层组织协调机构和机制、提高科技特派员的综合素质等建立天津市科技特派员长效机制的对策。 |

| Abstract: | The situation and existed problems of the special commissioners system in science and technology in Tianjin were analyzed. And the countermeasures for solving the problems including the perfecting of policy system and management mechanism, increasing the support of technology and fund, establishing the senior coordination organization and mechanism to push the special commissioners system in science and technology and improving the integrated qualities of special commissioners and so on were set up. |
