| 摘 要： | 中国最大的问题是农民问题,农民最大的问题是土地问题。虽然土地已经不是部分农民唯一的生产资源,但是对多数农民来说,在今后相当长的时期内,仍然是基本的生活来源和保障。正因为此,2003年3月1日开始实行的《农村土地承包法》,才被称之为“新土地革命”。而这场革命之初发生了大量与预期相悖的问题,必须正本清源,拨乱反正。

| Abstract: | The most important issue in Chia is peasants' prolem,of which the biggest problem is land problem.Although farmland is nolonger the only resource of farmers' life,for most of the land wiil still play an important role in a long time.That is why the Land Contacting Law which will be effected on March 1st is called "New Land Revolution" .However,this "Revolution" caused many problems out of our expection which we must face and solve. |
