干旱区农田水利工程生态经济评价的能值分析

摘    要:针对目前我国农田水利工程项目投资决策中无法全面定量评估投资和效益的不足,文中运用能值理论生态经济评价的研究方法,对额济纳旗小型农田水利工程进行评价,分析了工程建设项目社会、经济、生态三方面的成本和效益,并根据工程建设产投比比值,从生态经济评价的角度综合分析工程建设可行性。结果表明工程生态环境能值效益成本比为31.12,经济效益成本比为5.26,社会效益成本比为2.67,工程生态经济效益成本比为5.72,均远大于1,工程具有建设可行性。评价结果对人们全面的定性定量认识工程效益具有一定的现实意义。

Abstract:According to the current situation that a thorough quantity analysis of the shortcomings of the farmland water conservancy project investment and benefit cannot be made,we used emergy ecological economic analysis to comprehensively analyze the benefit and the input-output ratio of small irrigation and water conservancy project of Ejina Banner from three aspects such as economic,social and ecological environment,and then,the feasibility of the project construction is synthesized based on the ratio.The result shows that the EmCBR of the ecological environment,the economics and the sociology are 31.12,5.26 and 2.67,which are all bigger than 1,thus,the project is feasible.This result has a realistic significance for people developing a complete understanding of the qualitative and quantitative analysis of project benefits.
