| 摘 要： | 面对以进口大豆为主体的我国大豆产业格局和国际粮商对国产大豆的严峻挑战,通过全国与新疆大豆主产区的对比分析,找出新疆大豆产业发展的主要限制因子,指出缺乏政策支持是导致新疆大豆产业长期发展缓慢的主要原因。证实了新疆作为高油高产大豆产区优于东北的结论。在此基础上,以国家和新疆政策为导向,以新疆现有耕地面积与作物结构及新疆大豆气候区划为依据,以国家大豆发展战略为先导,以国家粮食战略接替区计划、新疆棉花战略调减计划和新疆小麦发展战略规划为主线,提出在新疆9个区域发展形成46.67×10^4hm^2播种面积和132.2×10^4t总产的大豆生产规模,并进行就地加工转化,通过政策引导和企业带动实现国家大豆西部新支点的战略目标。

| Abstract: | Facing the severe challenge to domestic soybean from soybean industrial pattern of our country what took imported soybean as the main body and international food dealers,and through the comparative analysis between the main soybean production region in Xinjiang and in whole country,the primary limiting factors for the development of Xinjiang soybean industry was found and put forward that the main reason of causing long-term or slow development of Xinjiang soybean industry was lack of policy support.It demonstrated that as high oil content and high yield producing areas,Xinjiang soybean industry was superior to Northeast's.On this basis,the policy of our country and Xinjiang was took as the guidance,and based on Xinjiang existing cultivated area and crop structure as well as Xinjiang soybean climatic regionalization,took national soybean development strategy as the guide,took the plan about national food stratagem-superseding areas,the plan of reducing Xinjiang cotton and Xinjiang wheat developmental strategy plan as the key link,and soybean production scale with 46.67×104 hm2 planted area and the total output of 132.2×104 t in 9 regions of Xinjiang was proposed and carried out handling and transformation locally,and in policy guidance and enterprise drive,achieved the strategic target of western new pivot of national soybean. |
