| 摘 要： | 少数基层政府"越位"、"争位"和"缺位",是制约农民合作经济组织发展的重要因素。应转变政府职能,改革政府对农业的管理体制,转变政府对农业的支持和保护方式,优化政府和农民合作经济组织的服务功能,促进农民合作经济组织的发展。
