| 摘 要： | 云南省“十五”期间实施了大量生态造林项目,然而在实施过程中存在着一些问题：运行方式缺乏创新;作业设计粗放;重造林轻管护;造林地块分散等。据此提出了参与式林业规划;参与式造林作业设计以及严格审批程序等9项改进意见。

| Abstract: | Yunnan province implemented a lot of afforestation projects in the period of "the tenth five_year plan". Some problems were revealed during the implementation such as short of innovation on operational ways, extensive design of operation, low attention on the tending and protection of the forests and dispersive distribution of afforestation sites. Aiming at those shortcomings, nine suggestions including participatory forestry planning, participatory design of the afforestation operation were put forward. |
