| 摘 要： | “三农”问题是近年来从中央到地方大大小小的会议上经常提到的一个重要议题。要解决好“三农”问题,最关键的是农民增收,当前和今后的一个时期内,农民增收将是农村经济工作的中心任务,也是农业机械化事业发展过程中必须解决的一个重要问题。
