| 摘 要： | 农业信息技术是农业信息化的重要特征和重要内容。本文首先给出了农业信息技术的定义和作用，并按照开发层次将农业信息技术分为基础技术、共性技术和专有技术，旨在对农业信息技术有一个全面的理解和认识。接着，本文从公益品的“消费非竞争性”和“消费非排他性”两个特征出发，分别分析了农业信息技术中的基础技术、共性技术和专有技术的公益特征及其区别。最后，本文根据基础技术、共性技术和专有技术的公益特征差异，探讨了公共资金对农业信息技术的支持方案。

| Abstract: | Agricultural information technology is an important feature and an important content of Agricultural Informationization. Firstly, to have an impartial comprehension of agricultural information technology, this text gives its definition and its function, and divides the agricultural information technology into foundation technology, common technology and proprietary technology according to the development level. Then, setting out from the Non-competitive consumer and the Non-exclusive consumer of Public Goods, the text respectively analyzes the public-spirited characteristics of foundation technology, common technology and proprietary technology. Finally, according to the differences among the public-spirited characteristics of foundation technology, common technology and proprietary technology, the text discusses support programs of Public Funds for agricultural information technology. |
