| 摘 要： | 本文在理论与实战结合的基础上论述了生态环境与产业运作之间的辨证关系，并以吉林省为例依据其不同区域的资源优势和环境特征，提出四种产业开发模式和“以”方略：即以科学发展观去指导产业的开发；以区域资源优势、环境特征、市场取向确定产业开发方向；以产业化经营去推动产业化升级和发展。
