摘    要:水资源作为重要的自然资源 ,其安全问题已引起各国学者的普遍关注。对于中国西北干旱地区而言 ,水资源更是制约可持续发展的首要因素。水资源安全问题的研究对西北地区经济社会发展具有重要意义 ,以新疆尉犁县为例 ,选择了 6大类 2 2项指标 ,采用模糊数学的多因子二级评判模型进行了水资源安全评价。研究表明 ,目前尉犁县的水资源已处于非常危险的状态。根据评价的结果提出了相应的对策和建议 ,对我国西北干旱地区水资源安全评价及其合理开发利用具有参考和借鉴作用。

Abstract:Water resources is an important natural resources in the world, and its security has been paid a great attention to all over the world. In northwest China, a typical arid area, the shortage of water resources is the principal factor restricting the sustainable development of the regional economy. To research the water resources security is of significance for the social and economic development in northwest China. In this paper, a case study on the security assessment of water resources is carried out in Yuli County, Xinjiang Uygur Autonomous Region by selecting 22 indexes in 6 classes and by using the fuzzy mathematical multi-factor second-level assessment model. The result shows that the water resources in Yuli County is currently in an extremely dangerous status. Therefore, some measures and suggestions are put forward, which are as follows: (1) To strengthen the macroregulation of water resources and rationally redistribute the water consumption; (2) To improve the irrigation techniques, complete the irrigation systems, and raise the utilization ratio of water resources; (3) To rationally exploit the groundwater resources. The study results can be referenced in the security assessment and rational exploitation and utilization of water resources in arid areas in northwest China.
