摘    要:污染物总量控制是改善地表水环境质量行之有效的方法,如何进行总量分配是开展总量控制工作的重点和难点。以公平和效率作为总量分配的基础,以某汽车制造集团的地表水污染物总量分配为实例,以现状排放量和单位产值作为聚类分析依据,将目标单位划分为"重点削减单位"和"关注削减单位",制订了总量分配方案。该模型对污染物总量分配技术可行性的研究与完善具有一定的参考价值。

An Optimal Model of the Total Amount Allocation for Surface Water Pollutants Based on the Principles of Equity and Efficiency

Abstract:The control of total water pollutant amount is an effective method to improve quality of the groundwater,but how to distribute the total amount is an important and difficult work.In this paper,equity and efficiency is basis of the total amount allocation.Take total amount allocation of the surface water pollutants in a car manufacturing group as an example,the status quo emissions and per unit of output as the basis for cluster analysis,the target unit is divided into "key reduction unit" and "concern reduction units".Then,allocation scheme of the total amount is prepared.This model for research and improvement of the feasibility of the total pollutant amount allocation technique has certain reference value.
