| 摘 要： | 通过市场这只“无形之手”的作用，可以使商品供给和需求达到均衡，从而提高资源的配置效率。水是一种特殊的商品，纯粹利用市场机制可以提高水资源的利用效率，但是会带来社会福利和粮食安全等问题，只有综合运用市场和政府两种手段才能兼顾效率与公平。通过对北京市水资源配置中市场机制和政府调控手段综合运用结果的分析研究，得出水资源配置中二元结构存在的必然性及市场加政府的二元机制的有效性。

| Abstract: | Through the role of market,'an intangible hand',the balance between supply and demand can be realized to upgrade resources allocation efficiency.Water is a special commodity.Only utilizing market mechanism can improve the water resources use efficiency,but it will endanger social economic welfare and food security.So,we must make good uses of both market and management of government to maintain both efficiency and fairness.This paper analyzes the comprehensive utilization effects of the market mechanism and governmental regulation in the water resources allocation in Beijing,and draws the conclusion that the existence of the dual mechanism of marketing and governmental regulation and the efficiency of the dual mechanism. |
