| 摘 要： | 从自然致灾因子、人类致灾因子、承灾体3方面分析了梅州城区洪涝发生的成因,指出梅州的地质地貌、气候条件是引发洪涝灾害的自然致灾因子;人为的植被破坏和不完善的防洪排涝工程建设及管理是其发生的人类致灾因子;城市快速发展下所带来的如人口密度增大、建筑设施增多等情况是洪涝危害程度加重的承灾体因素,并指出了新时期应从工程性措施和非工程性措施两大方面进行防洪减灾。

| Abstract: | The causes of flood and waterlogging in Meizhou urban area were analyzed from natural disaster-inducing factors,human disaster-inducing factors and disaster bearers.It was pointed out that the geological,geomorphological and climatic conditions were the natural disaster-inducing factors of flood disaster.The destruction of vegetation by human and incomplete engineering construction and management of flood preventing and draining were considered as human disaster-inducing factors.And the increase of population density and building facilities and so on,which caused by the rapid development of the city,were considered as the disaster bearing factors which exacerbated the flood disaster.It was pointed out that to prevent flood and reduce disaster in this new period,engineering and nonstructural measures should be taken. |
