| 摘 要： | 针对黑龙江省畜禽养殖业快速发展的实际,以畜禽养殖业污染物产生情况及处理现状为基础,对黑龙江省畜禽养殖污染防治管理存在问题进行分析,为畜禽养殖管理提供依据。问题主要包括：规模以下养殖粪污管理政策缺失；畜禽粪污肥料化利用瓶颈；激励措施落实不到位；日常监管不到位。应探索相关措施减少环境污染,保障黑龙江省养殖业持续健康发展。

Research on management issues of livestock and poultry pollution prevention in Heilongjiang Province |

| Abstract: | Under the background of rapid development of livestock and poultry breeding in Heilongjiang Province, based on the present situation of the pollutant production and disposal, the management issues of livestock and poultry pollution prevention were analyzed, mainly consisted of four parts: absence of waste management policy in sub-scale breeding; bottleneck in fertilizer utilization of the pollutant; inappropriate implementation of incentive measures; inappropriate daily supervision. Methods should be implemented to reduce the pollution, which ensure the sustainable and healthy development of livestock and poultry breeding in Heilongjiang Province. |
