| 摘 要： | 介绍了国外用水户参与灌溉管理（简称PIM）以及将灌溉工程移交给灌区管理的经验及政策，认真学习国外PIM的经验。结合我国的国情，提出要改进和完善自己的管理形式及方法，创造具有中国特色的管理体系。

| Abstract: | The experience and policy of water users participating irrigation management and transfering theirrigation projects management to irrigation agency are introduced in this paper. According to the actualcondition of this country, the experience of PIM abroad should be studied and the management type and methodof our own should be improved and completed, and finally the new management system is going to besummarized and created in the near future. |
