摘    要:为了建立人工增雨综合性的业务平台,将人工增雨作业信息化,便捷快速地将自动站、卫星、雷达、火灾预报等各种实时数据与地理信息方便的叠加起来,做到通过浏览器即时了解所需情况,实时指挥各地的人工增雨作业。笔者研究的人工增雨应急指挥系统是为临汾市林场防火目标而建立的,与网络信息技术及地理信息系统发展完善的新科技成果——Web GIS相结合,设计采用Web GIS系统的通用构架,选择PHP语言、Open Layers组件、Eloquent ORM组件来实现。整个系统可以实现监测信息、林火预报、应急指挥、作业管理以及资料信息5个功能模块,结合了本地的实际需求,解决传统落后的应急指挥方式。系统针对研究缺少的小范围林场火险建立的人工增雨应急指挥系统,把人工增雨指挥系统和林场火险预警相互联结起来,基于Web GIS从技术理论上得以实现,便于直观地反映设计要求和指导后续开发。

Abstract:The study aims to establish a comprehensive platform of artificial rainfall enhancement, combine information technology in artificial rainfall operations, get the real-time data and geographic information easily and quickly which are detected by automatic stations, satellites, radar, fire forecast and other exploration, and understand the situation from the browser instantly, and command artificial rainfall operations all over the country. The author studied the artificial precipitation emergency command system to prevent fire in Linfen tree farm, combined information technology in artificial rainfall operations with Web GIS, which was a new scientific and technological achievement of network information technology and geographic information system development, and designed and implemented by general framework of Web GIS, PHP, Open Layers, Eloquent ORM. The whole system can realize 5 sub-systems; monitoring information, forest fire forecasting, emergency command, job management and information, combined with the actual needs of the local, and changed the backward traditional way of emergency command. This system aims at artificial rainfall fire emergency command system in small-scale forest which lacks research. The author combined the command system with woodland fire warning, and realized the goal based on Web GIS, which could directly reflect design requirements and guide subsequent development.
