| 摘 要： | 国家实施创新驱动发展战略以来,财政科技投入持续加大,财政管理改革不断深化,科研组织模式创新深入推进。特别是2013年中国农业科学院科技创新工程被批准实施以来,新形势下如何规范科研经费管理使用,提高资金使用效率以及科研团队经费管理效能,成为该院许多研究所面临的新课题、新挑战。该文结合工作实际,就科研团队内部建立实施财务助理制度,应对科研经费管理新挑战作了一些有益的实践与探索,并就如何实施好该制度提出了一些建议。

| Abstract: | Since the implementation of Innovation-Driven Development Strategy, the financial input to science and technology was continuously increasing, the financial management reform was constantly deepened, and the organizational model innovation was further promoted. It had become a new challenge for a number of institutes of Chinese Academy of Agricultural Sciences (CAAS) that how to standardize the use of scientific research funds and to promote fund service efficiency along with the management efficiency, especially after Agricultural Science and Technology Innovation Program (ASTIP) of CAAS was officially initiated in 2013. To address these challenges, this paper introduced the practice and exploration of establishing financial assistant system in scientific research teams.Some suggestions were put forward by combining with experiences of actual work. |
