| Abstract: | The Agricultural Science and Technology Innovation Program (ASTIP) was officially launched in January 2013,and was confirmed as the experimental unit of performance budget pilot of Ministry of agriculture. After nearly three years of exploration, the performance budget management mechanism is established preliminarily, the leading role of The Agricultural Science and Technology Innovation Program (ASTIP) is initially apparent. But overall, the performance of the pilot work is still in its initial stage.This paper analyzed the main problems, causes, and put forward the countermeasures from five aspects to strengthen the performance budgeting management. |
