| 摘 要： | 农业是我国国民经济的基础。农业科技是支撑农业发展的重要保障。农业科研院所是农业科技产生的主要地方,地市级农业科研院所是国家农业科研体系的重要力量,在新的历史时期,其计划经济体制下的管理方式方法需要改革创新,适应知识经济和市场经济条件下对管理的要求,改善和建立适于科研工作开展的环境和氛围,调动科研单位科研人员的主动性和积极性,使他们多做工作,多出成果。

| Abstract: | Agriculture is the economic base of China. The agricultural research institutes are the main parts of the agricultural science and technology, which is the important support for agricultural development. The local agricultural research institutes are important force in the national agricultural research system. In the new historical period, the management method in the planning economic system need to be reformed and innovated to meet the requirements for the management of the knowledge economy and market economy. The scientific research environment need to be improved for mobilize the initiative and enthusiasm of the workers. |
