| 摘 要： | 政府作为特殊主体，在植物病害管理（plant diseases management，PDM）中具有不可替代性。当前植物病害管理面临诸多困境，如何通过优化政府行为来提高植物病害管理水平，是一个非常值得深入探讨的课题。在剖析研究植物病害管理政府行为的必要性的基础上，通过比较中美政府在植物病害管理行为模式上的差异，从中挖掘并借鉴美国先进经验，结合我国国情提出优化植物病害管理政府行为的若干建议。

| Abstract: | As a special principal part during plant disease management（PDM）, government has irreplaceable status. There are many problems during plant disease management recently, and how to optimize government＇s behavior and improve PDM are worth studying thoroughly. Based on the analysis of necessity for government＇s behavior of PDM, the differences of administration behavior mode in PDM between China and USA are compared in this paper, and by referring to the advanced experience of USA, several suggestions of optimizing government＇s behavior in PDM are proposed on the basis of china＇s conditions. |
