“上粮下渔”造田模式综合效益研究

摘    要:"上粮下渔"和"暗管排碱"是我国当前改良盐碱低洼地的两种主流模式。通过调查发现,"上粮下渔"模式下的"以渔造田"投入产出比为1∶12.5,"暗管排碱"模式下的造田投入产出比为1∶5.5,"上粮下渔"模式的投入产出比是"暗管排碱"的2.3倍,其亩产经济效益是"暗管排碱"的3.6倍。从施工工艺、建设成本以及经济、生态、社会效益等各方面的调查对比发现,"上粮下渔"造田的性价比大大优于"暗管排碱"模式,综合效益更加显著。"上粮下渔"是改良盐碱低洼地的造田方法,是增加湿地规模、提高农民收入的经济实用和高效的手段,对于当前和今后大力实施土地整理、改良治理盐碱低洼地,实现农业增产、农民增收和建设美丽中国都具有重要而深远的意义。

Abstract:The ‘Upper-Agriculture and Down-Fishery( UADF) 'and ‘Subsurface Pipe Alkaline-Drainage( SPAD) 'are two main models to ameliorate saline-alkali wetland in China. Through the investigation,the input-output ratio of‘and reclamation by fishery'under the UADF model is 1∶ 12. 5,but the SPAD model is about 1∶ 5. 5,from which we can draw a conclusion that the ratio of the former is almost 2. 3 times than that of the latter and the economy benefits per acre of the former is about 3. 6 times than the latter. According to the survey and comparison among construction technology,construction costs and economic,ecological,social benefits and other aspects,the cost-performance ratio of land reclamation of the UADF model is much higher than that of the SPAD model,which makes the comprehensive benefits more significant. UADF is the land reclamation method of ameliorating saline-alkali wetland,and the means of increasing the size of wetlands and improving the income of famers in an economical and efficient way,which plays an important role in vigorously implementing land consolidation,ameliorating saline-alkali wetland and improving agricultural production and farmers' income. And the model also has far-reaching significance for the construction of a beautiful China.
