| 摘 要： | 全面分析了农业的多元化综合功能,一是政治功能：保障国家粮食安全;二是经济功能：提高农业竞争力、增加农民收入;三是社会功能：促进社会主义新农村建设;四是生态功能：涵养资源环境,保障农业可持续发展。从国际理论借鉴和国内农业现代化实践的主要创新体验2方面指出了我国农业现代化实践的新途径,并提出了基于农业多元化功能的制度保障：逐步推广以土地流转为主要内容的新型土地制度;建立合理的农村劳动力转移制度;建立良性循环的农业金融信贷制度;坚持农业科技创新与推广制度;建立严格的资源环境与生态保护制度;建立农业风险保障制度。
