| 摘 要： | 在对农村专业经济协会进行组织界定的基础上,指出其具有非营利性、运行成本低、沟通性好等职能优势。论述了农村专业经济协会的作用,它可以发挥信息优势,加强政府与农业、农村的联系;发挥组织优势,增强农户的博弈能力;发挥组织优势,促进农产品质量的提高;发挥组织优势,促使政府向有限政府转变;发挥组织和信息优势,加强国际竞争力。指出由于存在非营利组织固有的缺陷和发育不完善导致的缺陷,制约了农村专业经济协会作用的发挥。为了更好地发挥农村专业经济协会的作用,提出了相应的政策建议：建立健全相应法律法规,使农村经济协会真正具有非营利组织的特点;政府建立与农村经济协会的新关系,多渠道扶持其发展;充分发挥农村经济协会的服务职能,完成自我发展;完善农村经济协会的激励与约束机制;加强对农村经济协会的监督管理。
