| 摘 要： | 农业科研单位财政支出项目绩效评价已经成为项目管理的热点和社会关注的焦点。文章结合S单位水果体系项目绩效管理的分析和研究,探讨总结了农业科研单位财政项目支出管理过程、绩效目标确定及指标体系构建,并提出了加强绩效评价的宣传和教育工作、建立和完善绩效评价制度、成立独立的评价机构、构建科学的评价指标体系、充分重视评价结果的公开与应用等措施,以进一步优化农业科研单位财政项目支出绩效评价管理。

Studies on Optimal Performance Evaluation of Expenditure of Financial Programs in Agricultural Scientific Research Units,Analysis and Studies Based on Performance Management of Fruit System Project in S Institute |

| Abstract: | Performance evaluation of expenditure of financial programs in agricultural scientific research units has become hot spot of program management and social eye-catching focus. Combined with analysis and study of performance management of fruit system Project in S institute, management of expenditure of financial programs in agricultural scientific research units was summarized, and setting of objective of evaluation and construction of index system was discussed. Measures for further improvement of performance evaluation of financial programs of agricultural scientific research units were put forward, i.e., strengthening the propaganda and education, constructing and improving performance evaluation system, setting up independent evaluation agency, constructing scientific evaluation index system, paying full attention to make public of the evaluation result and usage of the result. |
