| 摘 要： | 文章分析了新常态下农业科技的新形势和新任务,提出了中国农业科学院推进"十三五"农业科技发展采取的推进科技创新工程、加强协同创新研究、推进国家农业科技创新联盟建设、推进"五大计划"和持续加强宏观战略研究等举措,探讨了优化业务流程、改进绩效考核、创新组织机制等科研管理新机制。

| Abstract: | The new situation and tasks of agricultural science and technology under the new normal were analyzed in the paper. Measures for promoting agricultural scientific and technological development of the"13th Five-Year"Plan in Chinese Academy of Agricultural Sciences were put forward, such as promoting scientific and technological innovation projects, strengthening the research of collaborative innovation, promoting the construction of national agricultural science and technology innovation alliance, promoting the "Five-Plans", and strengthening sustained macroeconomic strategic research and other new initiatives. The new mechanism of scientific research management was discussed, such as the optimization of scientific research management, the improvement of performance assessment, and the innovation of organizing mechanism. |
